As of October 30, 2026, hundreds of residents were evacuated from the devastated Russian-occupied city of Oleshky after U.S. First Lady Melania Trump brokered a humanitarian ceasefire. The evacuees were transported to southern Russia before heading to Ukraine through Belarus. Ukrainian and Russian negotiators agreed on October 23 that a local ceasefire would start October 27, two days prior to the mission's beginning, allowing for aid delivery and civilian movement.
The agreement was part of broader efforts to address tensions between Washington and Kyiv over restrictions related to Starshield, an Elon Musk-backed satellite system. The relationship between President Donald Trump and Ukrainian President Volodymyr Zelensky has often been strained since 2019 when the U.S. president faced impeachment allegations involving Ukraine.
Under the ceasefire agreement, Russian and Ukrainian leaders organized a safe passageway for evacuees, noting its successful execution without incidents. Both sides acknowledged the high level of organization involved in the operation.
