Syria's President Ahmed al-Sharaa and Saudi Crown Prince Mohammed bin Salman signed several agreements during al-Sharaa's visit to Riyadh on Wednesday, November 2, 2026. The most significant was a defence cooperation deal, accompanied by over $403 million in Saudi loans for Syria’s energy, housing, health, and infrastructure sectors. Specific allocations include $100 million for healthcare facilities, $60 million for housing repair, $105 million to strengthen civil defense, $90 million to rehabilitate the Aleppo thermal power plant, and $30 million for drinking water systems in Damascus and Idlib. Syria’s Foreign Ministry described the defence agreement as their most notable deal without disclosing its terms. Syria is also considering joining a mutual defense pact among Saudi Arabia, Turkey, and Pakistan.
The moves are the latest evidence of the US-Iran war reshaping the region’s security architecture.
Alliance members also visited Tehran last month to discuss the regional conflict.
