On August 13, a record-breaking 115mm of rainfall occurred in just one hour in the city of Chiba near Tokyo, Japan. The nearby city of Sakura also broke its own record with 97mm of rain in an hour. This extreme weather event prompted local authorities to issue a level 5 emergency warning for heavy rain, the highest alert level since May, when the system was implemented. As a result, over 100,000 households were asked to evacuate, and more than 20,000 homes in Chiba prefecture lost power. Thousands of people were stranded at Tokyo's Narita airport, and at least 13 people** have been confirmed dead, with three found trapped inside their vehicles. The Japan Meteorological Agency described the rain as an "unprecedented level" of heavy rain, which is unusual even for a country prone to such weather events due to warm and moist air from the north Pacific meeting cooler air.
