In March, tenants at 75 Spencer Avenue in Toronto's Parkdale neighborhood initiated a rent strike by withholding rent payments after their landlord applied for an above-guideline rent increase (AGI) of over 5.4%. The current maximum allowable rent increase for rent-controlled buildings in Ontario is 2.5% for 2025, but landlords can request higher increases to fund renovations and building improvements. The tenants argued that the renovations, such as upgrading the lobby and converting an office into a rental unit, did not directly improve their living conditions and made a 5.4% rent hike unaffordable.
After six months of withholding rent payments, tenant organizers from Parkdale Organize reported that the landlord, Metcap Living, had withdrawn the AGI application. The building was recently sold to a new owner in May, and tenants plan to confront them regarding ongoing issues. Tenant organizers attribute their success to forming an independent organization and directly confronting the landlord outside legal and political conventions.
