In September, a Chinese research ship named Jia Hai Ke 7, tracked by MarineTraffic through its Automatic Identification System (AIS) data, departed from Xiamen and arrived near the island of Itbayat in the Batanes province on September 22. The ship remained in the vicinity through at least Tuesday, prompting concern from the Philippine coastguard who described it as “loitering.” On Monday, a Philippine coastguard spokesman named Jay Tarriela noted that the vessel’s behavior was inconsistent with innocent passage and suggested it might be conducting marine scientific research (MSR) instead.
