In Toronto, residents and visitors recently experienced unexpected vibrations from electronic dance music coming from under Old City Hall. Both articles describe stumbling upon an art exhibit called “On Flashing Lights,” created by artist Brendan Fernandes, located in the underground parking garage. The installation features police cars with flashing lights of red, blue, and pink colors along with strobe lighting. A significant crowd gathered there to dance to music played by DJ Nino Brown, transforming the space into a makeshift rave venue amid the city's art scene.
