On September 28, at least 11 people were killed in Haiti's central Artibonite region by gang members as retaliation for a security operation earlier the same day. The local mayor, Hubert Ceneac, reported that this incident was part of ongoing reprisals against residents in contested areas. Earlier, a Sri Lankan unit of the UN-backed Gang Suppression Force had clashed with gangs who had set up illegal toll points, resulting in three gang members being killed. Despite these efforts to combat violence, the force only stayed briefly before returning to Gonaives, their base town. In response, the gangs attacked local residents, burning homes and killing an undetermined number of people, possibly as many as 12 according to Mayor Ceneac. Rosy Ducena from the National Human Rights Defense Network confirmed that accurate casualty figures were still unclear but reported one family had suffered multiple fatalities.
