On September 25, the Novoshakhtinsk oil refinery in Russia's Rostov region suspended operations after being damaged by a drone attack. Governor Yuri Slyusar reported that around 50 drones were intercepted overnight by Russian air defense units, with one successfully striking the refinery. The facility, which has an annual capacity of 5 million metric tons of oil or roughly 100,000 barrels per day, primarily exports its fuel.
The attack comes amid discussions at the United Nations about a potential ceasefire on energy-related targets between Ukraine and Russia. Ukrainian President Volodymyr Zelenskiy warned that unless such a truce is agreed upon before winter sets in, Ukraine will continue striking Russian energy assets to make the season difficult for Russia. Earlier this month, Ukraine attacked two major Russian refineries in Moscow and Yaroslavl, emphasizing the ongoing threat to Russian oil infrastructure.
